New Regime for Non EEA Full Time Students

The New Regime for Non EEA Full Time Students comes into effect from Jan 1 2011.

Two categories of educational programmes will be recognised under the New Regime for Non EEA Full Time Students 2011;

1.Degree Programme

This will comprise students enrolled in Degree programmes and courses accredited by the National Framework of Qualifications at Level 7 and above.There will be a limit of 7 years placed on this category of students to remain in the State for the purpose of completing their studies subject to certain conditions and this time limit may only be extended under exceptional circumstances.

2. Language and Non- Degree Programmes

This will comprise students enrolled in language courses and courses below Level 7 of the NFQ.There will be a time limit of 3 years placed on these students within which to remain in the State fo rthe purpose of completing their studies except under exceptional circumstances.

TIMED OUT STUDENTS

Timed out students who have exceeded the permitted duration of stay as a result of the new rules will be given an extention of six months special extention of their permission.This permission is non renewable annd will be available to all timed out students whose current immigration permission expires between 1st January 2011 and 31st June 2011.At the end of that period, the student will have to leave the State unless they have secured another form of immigration permission to remain.All students availing of the six months concession will be permitted to apply for an employment permit or Green card during this time and may as an exception to the rule do so without first returning to their country of origin. Some of the other measures inclued in the New Regime for Non EEA Full Time Students are;

1.The qualification and quality assurance body will be given the role of regulating international education providers.
2.National Qualification Authority of Ireland (NQAI) has taken over the administration of internationalism.
3.Enterprise Ireland will take responsibilty for marketing and promoting the education Ireland brand overseas.
4.Failte Ireland will continue to promote English language sector.
5.Creation of a quality mark which would be awarded to colleges complying with the statutory code of practice.
